When I open a new tab in IE (IE 11), I get a little blue circle spinning, but it only comes up for a second or so before it resolves to the IE icon or the website's own custom icon.
Is that what you mean?
Do you get the website come up at all?
It should stop very quickly and not go on for ages ...
Does it still do it if you go to a website that is known to load fast (for example, www.google.com)?
On occasion, I have known the browser to report that the website is still loading - taking ages - even when the site seems fully loaded and pressing F5 (to refresh the page) usually gets over it but I'll only do that if content I want to see is missing.
My IE is Version 11 running on Windows 10, so it may be different for me (in fact, I only run up IE when I have a web page I want to test with it, I typically use Chrome, Edge or Firefox these days).
Does your computer seem generally sluggish when surfing the net? If your Internet speed hasn't dropped, it might be worth clearing your cookies and temporary files (if so, please let us know and we can post instructions).
If you don't know what eschatology is then don't worry; it's not the end of the world.
